Is this a correct sentence?? Is this correct??? The lower wages paid in those SE Asian countries, which he mentioned a couple minutes ago would likely to be more appealing to Japanese corporations.

Add a comma, and it's okay. "The lower wages paid in those SE Asian countries, which he mentioned a couple minutes ago, would likely to be more appealing to Japanese corporations".
