What is effect of "out"? Is there any difference between following two sentences? If any, could you explain me about the difference? 1. They test it. 2. They test it out. Thanks in advance!

In this case, I'd say it's to get a specific or clear result. The meaning can overlap, but "test" by itself can also suggest "it" may or may not function at all. PS. Just to tidy up your question: "Is there any difference between the following two sentences? If (there is) any, could you explain the difference to me?" By using "explain me", you are asking yourself to be explained, not the difference.
