Please explain the meaning of the sentence. Martin Luther King issued what was a call to all of those who believed in equality that the time had come for resistance to racist policies. In the sentence how to understand "issue what was a call"? Could you help me analyze the sentence structure? And what does issue mean? Does "a call" refer to "the time had come for resistance to racist policies"?

You should understand it in this way: Martir Luther king issued (expressed publicly) "That the time had come for resistance to racist policies". That statement was "...a call to all of those who believed in equality" 好的? :)
