Without hard work and change, our society wouldn't develop.
Here, the 'forces' are anything which prevents society developing. To be an 'ally' is to be a friend of.
So time is an ally of the forces. This is because as time passes, if a society doesn't develop, it can fall behind  in the same way as a lack of effort in development.
