What does 'address' refer to in this sentence? 'Address' to strangers also alters some of the rules. Does 'address' refer to 'greet' or 'use title in speaking or writing'? Thank you!

"To address", in your example, means how you refer to a person directly. For example, you've known John all your life, but you still address him as "Mr Smith".
