If I had anything to offer you, I would. If I had HAD anything to offer you, I would have. Keep out of reach of children!

If I had anything to offer you, I would have. --> more correct than the other sentence. Put it that thing out of reach of children. --> Put that thing out of the reach of children (or "the children" if you are speaking about specific children like your own)
