Promote means advertise or let more people know about these drugs. Anti-retrovirals not only treat HIV infection (so the patient is able to recover) but also dramatically reduce the risk of passing on the infection. Studies have shown that if there was a universal 'test and treat' policy then HIV/AIDS could be eliminated. So giving more people these drugs ('increasing access) could rid the world of this serious and stigmatised disease.
