how to understand the “inhaled” and “exhaled” in following sentencce? He moved when the fire inhaled. He stopped when it exhaled in bursts of heat that scorched his legs and arms.

To inhale is to suck air into your lungs, and the opposite is to exhale (i.e., let air out of your lungs). Fires do this as well (they need oxygen to exist).
