Dog eat dog!
I understand that it is used when competents do anything to get what they want but is it offensive to use it? Impolite?
It is a dog eat dog world out there? Is it right in that context? The whole phrase can be an djective?

Yes, the full expression is "it's a dog-eat-dog world out there." It's just figurative, neither impolite or offensive. The only way to win/survive is to eat other "dogs". 'Tis a rather visceral image. :D\
Actually, I can't imagine it as anything other than an adjective.
