A member of the university staff could be anybody employed full-time by the university. This could include secretaries and even custodial staff. A member of the scientific board of a university would most certainly consist only of teaching staff and, in most cases, upper-level professors. This is because such a board would probably be deciding policy for the university as it relates to science.
