Are these two sentences interchangeable without difference?(however small&no matter how small)
He wanted to take no risks, however small.
He wanted to take no risks, no matter how small.I don't want personal preference using sentence in here.

They both sound a little un-natural. Personally I would say, he didn't want to take any risks, no matter how small.
