You often hear it when grown ups address younger children, or perhaps when close friends or relatives address each other. It is often used by females of an older generation. In some cultures, it can be used when addressing someone you may not know intimately, but with whom you may have regular contact, for example between a bartender and a patron. "My love" on the other hand almost always implies romantic love.
