"당신이 좋아요" mean is 'I like you'.
I think your confuse meaning is "Good? 좋아요?" or "Do you like it? 당신 이것 좋아요?"

-이/가 좋아요 means literally "you're good". It's a more emotionally expressive(or more casual) way of saying "I like you" whereas -을/를 좋아해요 has an objective(or slightly formal) feel to it.
