As 雲小泉 stated above, using a greeting of 'Sir' is formal for a male and you would use 'Madame' if it was addressed to a female. If you don't know the gender, you would write 'Dear Sir or Madame'. For the closing, both of them are very personal phrases and would only be used if you had a close relationship with the person (friend or loved-one) or they had done a big favor for you and you were expressing a high amount of gratitude. Generally, a typical closing that can be used for both personal and professional letters are: 'Regards', 'Best Regards', or 'Sincerely'.

"Sir" is more formal. And it could be addressed to anyone.
