I think "should leave" is also right here. Don't you?

It's time we should leave.
It's time we left.
Both are fine, but #2 is more common.

You can say: "We should leave." That would be a complete sentence, but with this construction, we would say: "It's time we left".
You could also say, "It's time to leave." or "It's time for us to leave."
