"Cheap" is a very informal way of saying something is "inexpensive" or sometimes we say "affordable" if we really want to be very polite about a low price! Sometimes it can even be considered rude (or "in poor taste") to say that something is cheap. "Cheaper" would be more formally or more politely stated as "less expensive" or "more affordable." Usually we would not use "more inexpensive" because it is just a complicated way to say "less expensive"! :)
