A manifest is a list. When someone is "just a name on a list", it means that person is not very important, or is not playing an important role. This passage is contrasting what Bales and Gearhart did in Dallas (which was important) with what they were doing in Washington (which was unimportant). A bagman is usually the person who carries money for an organization. A detail is a group of people with specific duties. You will often hear the phrase "security detail" -- a group of people whose job it is to provide security or protection.
