Can I use "is going" here? I need to ask my friend about the party. Can I say "What time is going the party to start?". Or only "will" is correct? What time will the party start?

Actually, the correct one is: What time does the party start? Alternatives: What time is the party going to start? What time will the party start? They technically ask the same question, but with slightly different nuances in mood and meaning.

Your second sentence is fine 'What time will the party start'. You can also say 'when will the party start' or 'what time is the party going to start'
