Please help to understand sentence "The structural use of brick masonry has to come extent hampered by its long history as a craft based material". I understood that the structural use has hampers, but what does "has to hampered" mean? Is it any phrase? And does "craft" mean "hand made" in this sentence?

I think there are some mistakes. Maybe the correct sentence is: "The structural use of brick masonry was to some extent hampered by its long history as a craft based material". You are right, a craft is usually hand-made, so this might mean that each person made bricks differently, so they were not always strong. It is not very clear in this sentence. Can you share more of the text?
