What is stored in locked cabinets and accounted for in this sentence? "In New York City, Mayor Michael R. Bloomberg started the “Latch On NYC” campaign, urging hospitals to stop giveaways and monitor formula like other medical supplies, stored in locked cabinets and accounted for when mothers have medical needs or request it.” What is stored in locked cabinets and accounted for? Is it medical supplies or formula? And what does "accounted for" mean here? Thanks

Currently it is the medical supplies (for example, medicines, syringes) that are stored in the locked cabinets. In this context "accounted for" means that a record is kept of the medical supplies - the hospital knows how much it has, who received the supplies, when, how much, and so on.
