I cannot understand "With the exception of best of breed". Please tell me with simple examples. Thank you !

It is always best to give the whole context of a sentence. "Breed" can mean a sort/type or a kind of person or thing, for example: A new breed of entrepreneurs was brought into being. Your sentence can be rewritten With the exception of the best type of vendors, a highly specialized group of vendors that have been combined, the balance of the vendors have less than a 10.0-percent share."
