"When it comes to..." + noun is equal to "with regards to..." + noun or "as for..." + noun
Basically, it's telling you that they are discussing live music. 对不起我不知道中文。

When it comes to something 可以翻譯「對於（某事／某物）來說 」，（可能「一談到...」也行吧？）
