What does it mean "tend to have comment elements" ? The whole sentence is below. ”Within each branch office type, WLAN solutions tend to have comment elements, chiefly in equipment selection and WAN connectivity.” "tend to have comment elements" means "controversial" ? comment means "criticism" or just "opinion" ? Thank you for cooperation in advance.

In each branch office type of network, WAN solutions share common elements especially in terms of equipment and connectivity, i.e., use of topologies in WAN connectivity may be common for the same type of office type. Also, the routers and other eqipments used and their configuration might be the same. Hence the use of common elements :)
