When do you say that? This is a new one on me. Does it mean "I'm seeing it first time, I'm doing it first time, I'm wearing it first time"?

Correction: This is/that is a new one TO me. People say this when someone tells them something new that they did not know before. Example: Did your hear that our neighbour is getting married next week? This is/that is a new one to is me.

"on me" suggests that someone has played a trick on you. Perhaps someone has played a new trick on you or something. When you hear something for the first time, you say: This is new to me.
