I think samuqa means that your example isn't a complete sentence. It still has a little bit of meaning though... if the example were "many people who study economics would lable china as a currency manipulator," it would mean that china has the ability to change monetary situations. I think you should use more context so we can do a better job at helping you :o)

it would be better: "what does this sentence mean?" or simply "what does it mean?"
