The child caught in the flood has been rescued. Or if it is a headline then: Child Caught In Flood Rescued.

You are almost correct! It will be more natural and clear to hear "'The child who was caught in a/the flood has been rescued". And, "What should one do if he/she gets caught in a flood while inside a car?" Include either or both 'he' and 'she' to make it more clear about whom you are talking to. See ya around!
