what does this mean? "We are prisoners of technology"

I'd take it as a bit of a philosophical statement, you can read a lot of things into it. My understanding is that we're now in such a technological world that we're entirely reliant on technology in many cases. You're expected to carry your cellphone with you at all times and be available 24/7. So many things required of you in society requires you to use technology that it's very difficult to "escape" it. I suppose there are places where this is entirely untrue, but I'd assume the person who've made the statement is referring to a place where the above would be valid. If you do a web search for the statement, for example using you will probably find a lot of articles and blog posts discussing their thoughts on it.
