"In order to " means "for the purpose of; to the end; as means to." So whenever you want to use this meaning, you can use it. In order to be a king... in order to raise the roof.... in order to lower their expectations... in order to become a doctor ... Also, in most cases "in order to" can be replaced by "to" to become a king, you have to be strong to become a doctor, you have to study a lot etc.
