"But I have been assured from various quarters that the book as written was useful and continues to be useful."
Here, as written, if "written" is a participle," as "just be used to emphasize the subordinate structure, actually, it could be omitted, is it right?

No. In "...the book as written..." there is an ellision. It is as if you say "the book, as it has been written", that is to say: "the way in which the book has been written...(...is useful)".
A possible translation to chinese could be (my chinese is still very basic): 写书的办法很有用
