Does anybody know when to use Peoples' and when to use People's ..?

Usually, you would write 'people's'. The only case where you might use 'peoples'' is if you were talking about different groups of people in different countries or areas. "Asia is populated with many different peoples. These peoples' customs, languages and values differ greatly across the continent." In general, though, you wouldn't see it and I would not use it, in order to avoid confusion.
