Saying "You should be" after someone said sorry to you is a very rude and impolite way of insulting or ignoring someones 'sorry'. Unless you are angry or sad or an enemy with someone it is better to NOT say this phrase! ^_^

Good question! "Sorry!" is a short way of saying "I am sorry!" "Am" is of a form of "to be" -- the verb is unspoken in this case, but "to be" is still the verb in the statement of "Sorry!" So, the answer is "You should be!"
