When do you say that? And How would you say it another way? "That's high praise."

This sentence is not correct, we don't use " that's high praise" . we say " That's quite a compliment" or " that's a nice compliment"

I can only imagine it being said by a third person in response to someone giving praise to another.

"that's high praise" is normally used in reference to the person giving it being qualified to give such praise. For example you most often hear the term in situations such as this: You and I are playing a sport, and a famous player compliments you on your performance, I would say "that's high praise coming from him"
