As Hasan says, a dozen always means a group of twelve. Saying it means 'a lot of' is a mistranslation. A dozen eggs = 12 eggs Three dozen eggs = 36 eggs It can be similar to 'a lot of' in plural': Dozens of eggs = Groups of twelve eggs = ie. an unspecified number of eggs.
