To keep in touch is to have regular contact with someone. 'Out of touch' is the opposite, implying that the Cronkites, Huntleys and their listeners and had had no longer understood what was going on.

out of touch with = having no contact with On its own, it refers to being out of touch with reality, or out of touch with what is going on around you. Here it seems that people just didn't really know what was going on. They were just passign on information.
