what does "provide a reason for the record"mean? what does "record" iindicate here? Behind him he left pandemonium. Parliamentary procedure fell apart. Morse asked Prouty to "yield for a quorum call for an emergency," and on the other side of Constitution Avenue quorum buzzers sounded in every Senator's office. (Through this extension of word-of-mouth, supple- merited by a secretary's phone call, Church of Idaho was informed while attending a formal luncheon on the eighth floor of the State Department. He then made the announcement to Averell Harriman and the assembled diplomats.) Morse's move should have prepared the way for an adjourn¬ment motion from the Majority Leader. But Mansfield was overcome, he couldn't speak. Dirksen made the move as Minority Leader. He forgot to provide a reason for the record, however, and so, with Holland presiding, the Senate just stopped.

A written record is kept of all the actions of the Senate, each motion, each vote, etcetera. When the Majority Leader makes a motion, or suggestion, to adjourn, or end that meeting, he gives a reason, such as a lunch break. In this case he was so upset, they just ended the session without recording why.
