Are "would have to" and "had to" interchangeable?

No they are not interchangeable. "had to" implies that the action being performed was mandatory, whereas "would have to" used instead implies that it would have been mandatory, but there was some other condition that altered the circumstance. Does that help?

'Had to' is the past tense. "I had to leave early, so I did." 'Would have to' is the conditional mood: "To catch the train, I would have to leave early." You're not necessarily going to leave early or catch the train.
