which is better ,studying in home country or in foreign country?

Fuller immersion (being completely surrounded by the target culture and language) will always help you gain functional proficiency faster, as long as you are making frequent attempts to speak to others. However, full immersion can be scary and disorienting to many, so often it's easier for someone to start out learning at least the basics in your home country before traveling abroad to immerse yourself more fully.
