What is the difference between "The old and The elderly"? When we are referring a specific group of people. For example; the government cut 1% on services for the old.

'Elderly' as both an adjective and a noun is more respectful. It's a bit insulting to call someone 'old'. As an adjective, 'elder' can only be used for people. Your examples appear to be nouns. Other than that, there's no difference.
