I think this might be a "play on words" because in US a "Whopper" is a famous fast food hamburger. But, whopper can also mean very large, but can also be used as " a lie" as well if used as "he told a whopper".

It is a colloquial expression in english meaning that something is very large or noticeable. In this context, it would be a very big excuse.
