Her eyes filled up, and Jack Brooks, sensing that her brave front was about to crumble, handed her his handkerchief and said with a mock shrug, "Oh, he'll be out there deer hunting at ninety." She wiped her eyes and smiled faintly.

One typically shrugs one's shoulders to indicate doubt or indifference, so a mock shrug I suppose would mean he knows what he's saying may not be true, but he's trying to comfort Nellie by saying something humorous and encouraging.
