The truth— that the other members of the Cabinet who had been with him in the stateroom had ignored his seniority, creeping along in his wake and passing the word sotto voce to their wives—did not occur to him.

"Creeping along in his wake" is just a way to say that the members of the Cabinet "followed him." Creep usually implies a stealthy advance to a target, but here it seems to imply slowly, gingerly, solemnly (given the gravity of what just happened).
