If i wanted to ask "HAI LETTO ULTIMAMENTE QUALCHE GIORNALE ITALIANO?", In english exist one rule that explains how, in this case is correct to use Present Perfect Continuous.

Yes I think Lately is ONGOING (present perfect continuous), recently is PAST
