creates a charge? what is this charge mean? fee or accuse? To the extent that any of the Documents creates a charge over the assets of the Company, it is necessary to ensure the enforceability in the British Virgin Islands of those Documents that they be registered in the register of relevant charges kept by the Company.

Here, "charge" means "claim" or "liability" in the sense of a "legal right." These "Documents" (probably legal documents) create a legal right/claim over the assets of the Company, and to ensure that these claims are enforceable in the British Virgin Islands, these charges have to be registered in the Company books/registers.
