It means that they are not the dominant economic power right now, but they will be eventually. Some event has delayed them in becoming dominant.

The fact of them being more powerful (than others) has been planned to a later date. Their economic is powerful, but now it's not the right time to show it, that's why their 'dominance has merely been postponed' = delayed until a later time.
