What does it mean and when do you say it? A: hey man, I'm going to the Sky Bar tonight! B: oooh The Sky Bar, "pinky up", playboy! What's other ways to say "pinky up' here? Is it offensive ? Does A suggest B to be more classy OR A just describes what B's gonna do is very classy?

I think it means if he wants to pick up the girls at such a swanky place, yeah, he better act classy and show off his "manners." (It can be offensive I suppose, but usually it's just sarcastic between friends. A, who knows how "uncouth" B usually is, would say it jokingly to A before A was supposed to do something that required more classy or polite behavior) It refers to how some people stick out their pinky while drinking tea.
