Is this a quotation from a book? In some English dialects "pretty" is pronounced that way, and some authors change the spelling to show that. 雲小泉's description of the meaning is correct. It means that it's rather hard not to do.

You probably mean "pretty hard ot to..."
It's hard to do.
It's easy to do.
It's very hard not to do = I can't resist.
It's pretty hard not to do.
