"Retaliatory arsenal' means a weapons system designed to strike an enemy back if the enemy attacks first.

Retaliate means taking a revenge. So retaliatory arsenal literally mean "revengeful arsenal". Figuratively it can be said extremely destructive arsenal( weapons and other arms).
