Does 'that' carry the same mean as 'because' ? 1) I maintain that he is honest 2) I shall maintain that he was honest.

No. 'He is honest' is what you maintain.

"Maintain" is a transitive verb, so the question is "maintain what?" You give another statement, so you introduce it with "that". "That" never means "because".
