When text is used as a verb how to use it? Is "text sb" equals to "text email to sb"? Does "text email" mean "send a text message from a mobile phone"?

Your first guess is exactly right. 'Text' is an adjective rather than a verb when it's in front of 'email', although I'd assume most emails are made of text to begin with.
