It is more polite to say "I hope". If you say "I expect", then it seems that you presume you are not boring.

It is more common to hear 'I hope I'm not boring you'. You can talk to several people at the same time and some may think you are boring while others may not. 'Boring' has to do with the other person's opinion. I hope that helps!
